Premier Dan Andrews anounced that the lockdown restrictions will be eased at 11:59pm Tuesday 27th July 2021.
New settings, see below, will continue for the next 14 days from Wednesday 28th July until Tuesday, 10 August at 11.59pm.
Stay at home requirement: removed
• No stay at home requirement.
• Removal of 5km travel limit.
Face coverings:
• Must be carried at all times.
• Must be worn indoors and outdoors except if at home or if an exception applies
Religious gatherings and ceremonies:
- Permitted for up to 100 people indoors and up to 300 people outdoors – this is the total number allowed in facility across all spaces at any one time
- Density quotient of 1 person per 4 sqm applies.
- A venue smaller than 100sqm can have up to 25 people per venue before density quotient applies.
- QR code check in (using Services Vic app)
- COVID Check-in Marshals must ensure attendees check-in – marshals required at all enrances while operational.
- Masks mandatory
- No sharing of food, drink, utensils, vessels or other equipment by members of public
Funerals (indoor and outdoor): Permitted with 50 people (and those necessary to conduct the funeral). Children under 12 months old
are not counted towards this cap. COVID Check-in Marshals must ensure attendees check-in.
Weddings (indoor and outdoor): Permitted with no more than 50 people (including the two persons being married and two witnesses.
The celebrant and photographer are not included in the cap). COVID Check-in Marshals must ensure attendees check-in. Dancefloors
not permitted.
Community facilities:
• Open with a density quotient of 1 person per 4sqm
NEW • Maximum 100 people per indoor space and 300 people per out with max group size of 10 (Group size is specified on the Table of Restrictions, but not in the current Restricted Activity Directions)

Current settings will continue for the next seven days until Tuesday, 27 July at 11.59pm. This means that you cannot leave your home other than for one of the five following reasons:
- shopping for necessary goods and services
- care and caregiving, including medical care and getting a COVID-19 test
- exercise
- authorised work and permitted study
- to get a COVID-19 vaccination
You must stay within 5km of your home for shopping and exercise. This limit does not apply to work, when giving or receiving care, getting a COVID-19 vaccination or visiting an intimate partner or your single social bubble buddy.
Private and Public Gatherings: Not permitted
Religious gatherings and ceremonies:
- No in-person gatherings permitted.
- Ceremonies and services can still be recorded or broadcast live from the place of worship for viewing online.
- Only those who are necessary to conduct the ceremony, such as a cameraperson and the person leading the service, may be on site to record and live stream services (up to 5 people).
- You should ensure those people wear a face mask and keep at least 1.5 metres distance between each other at all times.
- Places of worship may be opened for the purposes of conducting permitted weddings or funerals, but there are strict limits on the number of people who can attend.
- Places of worship may host essential public support services, such as operating a food bank or a service for homeless persons (maximum of 10 members of public attending at any one time)
Funerals (indoor and outdoor): Permitted with no more than 10 people (and those necessary to conduct the funeral). Children under 12 months old are not counted towards this cap
Weddings (indoor and outdoor): Not permitted unless end of life or for deportation reasons. Involves only 5 persons (including the two persons being married, celebrant, two witnesses)
Face coverings:
• must be carried at all times
• must be worn indoors and outdoors except if at home, or when visiting an intimate partner’s place of residence or if an exemption applies

COVIDSafe Settings: Cautious Steps Ahead
From 11:59pm on Thursday 8 July, restrictions in metropolitan Melbourne will be brought into line with regional Victoria, which means all COVIDSafe settings will apply statewide. Please see updates as of 15/07 9am in Bold below.
Religious gatherings and ceremonies:
- No overarching venue limit
- Density quotient of 1 person per 2 sqm applies when using a COVID Check-in Marshal, otherwise density quotient of 1 person per 4sqm applies
- Check in upon entry using the Service Victoria app, even if visit is less than 15 minutes. Visitors should use their own device to self-check-in if they can. But if they can’t, you can check visitors in without using the app by using a Kiosk check-in service
Private gatherings: up to 15 visitors per day, together or separately; including dependents (infants under 12months not included in cap).
Public gathering: permitted for up to 50 people.
Funerals: permitted with cap of 300 people subject to density quotient (People necessary to conduct the funeral and infants under 12 months old are not counted towards this cap).

^ This means that if your community facility meets the density quotient, you can have up to 75 people in 7 groups of 10 and one group of 5 indoors + 75 people outdoors.
Note on group distancing: We rang the hotline and there are no clear directives on distancing between groups of people. We recommend keeping 2ms apart and not to mingle between groups.

- Can leave home for any reason within 25km; only reasons to go further than 25km will be for work, education, caregiving or getting a vaccination. You must not travel more than 25km from your home to attend a place of worship.
- Travel into regional Victoria not allowed, exceptions apply.
- The 25km travel limit does not apply to attending a funeral or wedding. If you live in metropolitan Melbourne, you can attend a funeral or wedding in regional Victoria but the Melbourne restrictions apply. This means the limit on the number of people who can attend is 10 people, if there is a metropolitan Melbourne resident in attendance.
- Face coverings must be worn indoors and outdoors; Exception applies when recording/broadcasting. Click here for other exceptions.

7 Day Circuit Breaker Restrictions
COVIDSafe Settings
On the advice of Chief Health Officer Brett Sutton, the current lockdown restrictions will remain in place in Melbourne for a further seven days, with some small changes, giving a full 14 days or a full cycle of the virus.
For Melbourne
- Places of Worship: only live broadcast and pre-recording allowed – limit to 5 people
- Private and public gatherings will not be permitted. Therefore home church, micro church and any small groups will not be allowed to meet. Visiting intimate partner allowed. Single person bubbles will also be allowed.
- Weddings not allowed, exception applies
- Funerals – 10 people allowed
- There will be five reasons to leave home: Food and supplies; Authorised work and study* ; Care and caregiving; Exercise; Getting vaccinated
- Exercise and shopping will be limited to 10 kilometres from home. Shopping is limited to one person per day, per household; Exercise is limited up to two hours, with one other person or members of your household.
- Face masks must be worn inside and outdoors – everywhere except your own home.
* Year 11 and 12 students will return to face-to-face learning (including students in other year levels who are doing a Unit 3/4 VCE or VCAL subject, while that class is being taught). Some outdoor jobs will be added to the authorised work list – landscaping, painting, installing solar panels, or letterboxing

FAQ on Religion and Ceremonies
From 6pm tonight:
We have confirmed via Coronavirus Hotline that density quotient (1 person per 2sqm) still applies for Places of Worship. Therefore social gathering cap of 30 people is not applicable.
Places of worship
- Open – current restrictions remain unchanged.
- Face masks must be worn when indoors.
Social Gatherings:
- Private gatherings in the home are limited to five visitors per day for metropolitan Melbourne, not including infants under 12 months old.
- Partner visits are not included in the daily limit.
- Public gatherings are limited to 30 people for Metropolitan Melbourne.
Weddings and funerals
- Depending on where the wedding or funeral is held, private gathering, public gathering or venue limits may apply.
- Face masks must be worn when indoors.
Density Quotient and Contact Tracing
All Places of Worship must apply the two square metre rule and use electronic record keeping through the free Victorian Government QR Code Service.
COVIDSafe Plan
- All places of worship must have a COVIDSafe Plan.
- Home-based faith organisations must also have a COVIDSafe Plan.
Face masks must be carried at all times and worn indoors.

Update 11/05/21 – Density limits lift on small to medium-sized venues
From 28 May, places of worship less than 400 square metres can host gatherings of up to 200 people per space, without any density limit. There must be COVID marshals on site to ensure all visitors are checking in via the free Victorian Government QR Code Service at each space. Larger spaces will still need to observe density limits of 1 per 2sqm.
